Yellow COVID Phase - Stay vigilent. Governor's "Utah Leads Together" Plan

Today Gov. Gary Herbert held a press conference to unveil the UTAH LEADS TOGETHER 3.0 (attached). This version presents a plan to care for high risk populations, address impacts on Utah's multi-cultural community and a plan for recovery.
Key points within Utah Leads Together 3.0 include the following:
· All phases of the stabilization period are ahead of schedule, with Utah moving to "Orange" on May 1, 2020 and nearly all of the state moving to "Yellow" on May 16, 2020, with the exceptions of Summitt and Wasatch Counties, Salt Lake City, West Valley City and Magna. The Yellow phase allows group gatherings up to 50 people.
· Utah's businesses largely continue to operate under the 6-foot social distancing requirement with increased emphasis on wearing masks and emphasizing use of sanitizers and hand-washing as a primary defense against the spreading of COVID-19. The Utah Leads Together 3.0 plan highlights the plan for every single citizen in the state of Utah to have a mask available to wear in public settings.
· A plan is in place for all education, including K-12 as well as Higher Ed to begin in the Fall of 2020.
· Significant energy is being placed to protect Utah's elderly population. More than 90% of Utah's COVID-19 related fatalities are associated with individuals over the age of 65 and/or have underlying medical conditions. To protect Utah's high-risk citizens, the UDOH has proposed the following guidelines:
· The report indicates that a disproportionate number of Utah's multicultural community have been infected by COVID-19, with Latino/Hispanic reporting the greatest rates of approximately 38% of total COVID-19 infection rates, or 12.8 percent of the total Lantino/Hispanic population. The report includes a plan to protect Utah's multicultural community.
· Utah's economic outlook is improving, including large reductions in the amount of unemployment claims filed.
· The Report makes recommendations on how to rebuild the economy as quickly as possible, including the following principles: Speed, Target industries with greatest displacements, flexibility, preference for solutions that solve existing problems that will lead to permanent benefit, and innovation.
· Utah is positioned to reach economic recovery faster than almost any other state in the country, due to the status of its economy and financial reserves prior to COVID-19. The following graphs demonstrate the proposed tools to be used to restore the economy, including a report of Utah's financial reserves:

The Utah Leads Together Plan 4.0 is already in production and is expected to detail business strategies for the segments of the economy that have experienced the greatest hardship as a result of COVID-19. Earlier this week, Version 4.0 was discussed during the Utah Economic Recovery Task Force Committee meeting, with the anticipation that it would be released within the next two (2) weeks.
