HB 15 Rep. Daw – Controlled Substance Database - Licensing Amendments provides that an individual who obtains a new license to prescribe a controlled substance, shall, within 30 days after the day on which the individual obtains a license to prescribe a controlled substance from the Drug Enforcement Administration, register with the division to use the Controlled Substance Database. Support (Controlled substance prescribers should use the database) - Passed
HB 192 – Rep Ray - Controlled Substances Advisory Committee Amendments Adds an APRN to Legislature’s Controlled Substance Advisory Committee. Strongly Support (advances NP practice) -Passed
HB 204 Sub. - Rep. Ray - Protection of Athletes with Head Injuries - which NOW allows all qualified healthcare providers to evaluate child athletes concussions and determine when they can resume play not just Physicians . Strongly Support (advances NP practice)- Passed
HB 13 Sub. - Rep. Seelig - Immunizations for Teen Mothers - Allows minor women who are either pregnant or who have children of their own to consent to immunizations without their parents consent. Support (supports community health) - Passed

Morley - Occupations and Professions Amendments - Modifies the qualifications for licensure as an advanced practice registered nurse which would now say that a doctorate or a master's degree is required for licensure, to practice within the psychiatric and mental health nursing specialty. HB 89 1st Sub. - Rep. Arent - Protection of Children Riding in Motor Vehicles - This bill modifies the Motor Vehicles Code by enacting a restriction on smoking in a motor vehicle when a child is present . Support (supports community health) - Failed
HB 18 2nd Sub. - Rep. Daw - Health Reform - Cost Containment - Amends the type of health insurance plans available for new state employees. Neutral (we’ll monitor this) - Passed
HB 241 Rep Morley – Clean Out the Cabinets Month Designation Designates the month of April as “Clean out the medicine cabinet month”. Support (supports community health) - Passed
HB 258 - Rep. Herrod, - Child Restraint Device Amendments - allows says that an operator of a motor vehicle is exempt from the requirement to use child restraint device to restrain a person who is five years of age or older but younger than eight years of age (5-7) if the operator of the motor vehicle is operating motor vehicle on a road that has a posted speed limit of 45 miles per hour or less; provides that an operator of a vehicle shall provide for the protection of the person who is five years of age or older but younger than eight years of age by securing the person in a properly adjusted and fastened safety belt. Oppose (endangers community health) - Failed
HB 289 Rep. Newbold - Psychologist Licensing Amendments - Gives prescriptive practice to Psychologists to write for psych meds only and only in collaboration with the patient’s PCP after some training and clinical supervision. Oppose (endangers community health) - Failed
SB 54 Sub. Sen. Knudsen - Physician Supervision of Cosmetic Medical Procedures - Physician Supervision of Cosmetic Medical Procedures which establishes a requirement for supervision by a “supervisor” which includes APRNs along with physicians, dentists, etc. when performing a cosmetic medical procedure which is better language than the original bill but also includes language against those with a doctorate degree from using the title “Doctor” unless a MD, DO or Dentist . Strongly Oppose (sets back NP practice) - Failed
SB 61 2nd Sub. Sen. Jones – Prescription Drug Prescriber Training - Requires Controlled Substance Licensees to take a 4 hour class with new license and each renewal . Support (equal requirement for all CS License holders) - Passed
SB 128 Sen. Bramble – Regulatory Amendments - Allows NPs to Dispense “Cosmetic” meds. Support (advances NP practice) - Passed
SB 134 - J. Stevenson Transparency in Health Care Provider Advertising - requires a health care provider to include certain information about the license and title of the health care provider in any advertisement for the health care provider's services so NPs and other health care providers can’t be mistaken for physicians. Oppose (sets back NP practice) - Passed
SB 137 3rd Sub. Sen. Christiansen – Medicaid Amendments - Removes restrictions on Medicaid Preferred Drug List (Now will include psychiatric meds) Neutral (Potential to save $$ to spend on other Medicaid programs, dental, vision, etc. but Psych/Mental Health NPs have some concerns) - Failed
SB 91 Sub. Sen. Buttars - Medical Practice Self Referral - amends the Health Code and the Division of Occupational and Professional Licensing code to require disclosure and reporting by a health care provider when the health care provider refers a patient for imaging services and the provider has a financial interest in the imaging services. Oppose (sounds reasonable in theory but details are questionable and appears to be retribution for a local dispute in Utah County)- Failed
SB 180 2nd Sub.– Sen. Liljenquist - Medicaid Reform - This bill requires the Department of Health to develop a proposal to modify the Medicaid program in a way that maximizes replacement of the fee-for-service delivery model with one or more risk-based delivery models. Neutral ( good in theory, we’ll look for the details) – Passed
SB 186 - Utah Medical Practice Act Amendments – Sen. Adams - This bill prohibits an individual from using the title "doctor," "M.D." or “D.O.” in a misleading manner (similar to SB 134 – You would have to write Dr. Jane Doe, DNP or Dr. John Doe, Nurse Practitioner so you are not mistaken for a Physician) and allows indirect supervision of Medical Assistants (may affect medical offices RNs and LPNs). Oppose (sets back NP practice) - Passed
HCR 5 – Rep. Poulsen- Patient and Safety-centered Prescription Labels Concurrent Resolution - This concurrent resolution of the Legislature and the Governor urges prescribers, dispensers, manufacturers of drugs, health insurers, and government agencies generally to take specific steps to improve patient and safety-centered prescription labels, urges individuals to assume primary responsibility for the proper and safe use, storage, and disposal of any drug prescribed to them, and to encourage their dispensers to provide adequate instruction on how to fulfill those responsibilities; and urges federal, state, and local agencies to continue working to reduce prescription drug misuse, addiction, and drug-related death, to develop campaigns to educate the public about the dangers of prescription drug misuse, to promote the proper disposal of partially-used or expired prescriptions, to continue developing drop-off sites another secure and environmentally friendly methods for disposing of unused prescription drugs, and to continue promoting the availability and use of programs that treat prescription drug addiction. SCR 12 – Sen. Mayne - Wear Red Month Concurrent Resolution - This concurrent resolution of the Legislature and the Governor designates February as Wear Red Month in recognition of the fight against heart disease among women. Support (supports community health) - Passed
